1. What amenities are offered at Blue River Estate?

Within the community is a unique, large, private park containing walking paths through natural hot-springs, waterfalls and the volcanic blue, Panjamos River .

Each property enjoys views of the volcanoes and is near two national parks.

Each property includes membership at the nearby Blue River Resort.

2. What part of Costa Rica is the Blue River Estate is located?

The Blue River Estate is located within the district of Dos Rios, in the province of Alajuela just a few kilometers past boundaries of the province of Guanacaste. On the map you’ll find beside Rincón de la Vieja National Park with its towering mountains overhead. There are several villages in close proximity, chief among them, Dos Rios. From the international airport in Liberia, the drive takes less than 1 ½ hours, mostly along well paved roads. Upala is another major city is that is approximately a 1 ½ hour drive away. The beaches of Guanacaste are approximately a 2 ¼ hour drive.

3. What are the attractions to this region for tourists and residents?

Views of volcanoes surround us. This area is lush, full of flora, fauna, rivers, natural mineral hot springs and water falls. In this part of Costa Rica the climate is more moderate, humid and lush. The Rincón Rainforest is Pre-montane Rainforest (Bosque Pluvial Premontano) at 900 meters down to Very Humid Rainforest (Bosque Muy Húmedo Tropical) at 200 meters in elevation. In generic terms, it is classical piedmont rainforest on volcanic foothill soils, receiving 4-5 meters of rain annually. Within Blue River Estate subdivision, remains 27 acres of pristine parkland that runs along the volcanic blue river Penjamo. There are trails and a creek that is a natural mineral warm-water with a slide, waterfalls and pools that run into the river. There are also places along the river to swim.

Nearby Blue River Estate is Parque Nacional Rincón de la Vieja, with spectacular views of the volcanoes. Hiking to the waterfalls, natural hot springs and the volcanoes are popular activities.

5. Where are the best places to shop?

The cities of Liberia and Upala are the best places to shop. There are also smaller stores and bars in the surrounding villages.

6. Where is the closest International airport to Blue River Estate?

The Daniel Oduber International Airport in Liberia is approximately one and a half hour drive from Blue River Estate on a mostly paved, well-graveled road. Non-stop flights are available from most major cities in the USA and Canada.

7. Are transportation services available to Blue River Resort?

Regular public bus service travels between Liberia and Dos Rios.

8. Are there restrictions for non-Costa Rican nationals regarding ownership of property within the country?

Foreign buyers have the same rights as Costa Rican nationals when purchasing & owning real estate, with the exception of beachfront property. Beachfront/waterfront property is granted through concession by the government. All Blue River Estate home sites are outside the concession area.

9. Are there property management services for your home or home site available through Blue River Estate?

Yes. Property management services are available. Our staff can provide you with more information.

10. Is there a homeowners association for the entire community?

Yes, there is a Master Community Association that sets out the organizational structure, restrictions, fees and privileges.

11. What are the fees associated with the Association?

Initially a budget will be created for the Master Community Association. These include general maintenance budget for upkeep, taxes on common property, electricity & refuse. This structure will be fully set-out.

12. Is Blue River Estate a gated community?

Blue River Estate is not a guarded or gated community. Security is not an issue within the community. A fence delineates the perimeter of each property.

13. Are owners of property in Blue River Estate automatically members of the Blue River Resort?

Yes. All owners of a lot at Blue River Estate will receive a Premier Membership to all the facilities at Blue River Resort. This will apply to owners and designated guests. Facilities include natural hot-springs, spa, a zoo, botanical gardens and restaurants for owners and their designated guests. There is free admission, discounts associated for use of the restaurant and a booking agency available for excursions (i.e. horseback riding, outings to Caño Negro, the beach & volcanoes).

14. Are there fees associated with a membership to the Blue River Resort and Hot Springs?

Membership is included with the purchase of the lot, as defined in the Community Association Agreement.

15. Are telephone, internet and TV services available in Blue River Estate?

Yes. Currently this is available for set-up through satellite providers.

16. What is road access like?

From Liberia, most of the roads are well paved. From Dos Rios and inside the property the roads are gravel.

17. What restrictions are there for building homes?

The Blue River Estate is committed to the preservation of nature and maximizing the quality of the development by concerning itself with privacy and views of the volcano. The Community Association Agreement delineates restrictions with this in mind for the benefit of the entire community.

18. What are construction costs like?

Currently, to build a home the cost is approximately $350 per square meter. Further guidance is available upon request.

Property Conveyance Questions

1. How will property be conveyed to buyers of Blue River Estate?

All of the residential properties will be conveyed fee simple. Regardless of your nationality, you may wish to consider holding title in a Costa Rican corporation called, “Sociedad Anónima” or “S.A.” transferring or a limited liability company (“Limitada”). There may be tax advantages when it comes to reselling the property at a later date. We can refer you to a Costa Rican attorney who can explain this process and perform the service as part of the property closing process.

2. Is title insurance available and is a title search performed prior to closing?

Yes. Title insurance provides a guaranty to fee simple ownership of your property and a search of the title provides a property clear of third party rights of possession. Title insurance is not required and it is at the buyers’ option to pay for and obtain title insurance. Your attorney can recommend title companies.

The attorney, can also research the title’s legal standing as part of his/her service at your request.

3. What deposits are required to purchase a lot at Blue River Estate?

The purchase of a home-site lot requires a US $10,000 initial earnest money deposit. Since each buyer will have different desires, such as building a home, other contractual terms will be negotiated separately with each purchase.

4. Is there a contract rescission period?

Unlike in many states in the US, there is no contract rescission period in Costa Rica. Once “Purchase & Sales Agreements” are executed and deposits are received by Blue River Estate, the terms agreed to by the Buyer and Seller is legally binding.

5. Is financing available?

Our bank, the Scotia Bank will be happy to assist you. There are also several local banks that may offer financing to qualified purchasers. Interest rates in Costa Rica are two to four points higher than in North America and for this reason many foreign buyers elect to refinance their homes using money obtained where they live.

6. Can Purchase & Sale Agreements be assigned and/or the property resold to another buyer prior to closing?

Purchase & Sale Agreements cannot be assigned and property cannot be re-listed or sold to another buyer prior to closing without the Developer’s written approval.

7. What are the closing costs, transfer taxes, property taxes, capital gains and other fees associated with purchasing at Blue River Estate?

The seller has put together a package that will include all fees, in order to reduce the cost and simplify the process. However, you can ask a lawyer for an estimate of these items. Buyers are responsible for land transfer taxes and registry stamps totaling approximately 2.3% of the purchase price and Notary fees of 1%. Buyers can expect to pay approximately $1000 to the law firm if they elect to take title to their property in either a Costa Rican S.A. or Limitada.

Property taxes in Costa Rica are significantly lower than in North America. They are currently set at .25% of the registered property value and are payable on a quarterly or annual basis, at the election of the property owner.

There are currently no capital gains tax in Costa Rica on the sale of property or the sale of the shares or quotas of the S.A. or Limitada that owns the property as long as the seller is not in the business of buying and selling real estate, in which case he may be subject to Costa Rican income tax law.

8. How long does it take to transfer legal ownership once funds are received?

Legal transfer begins with the signature of the transfer documents and their presentation to the Registry. The complete process can take up to 4 to 5 weeks, but once the document is stamped as received by the Registry, you have the rights to ownership of the property and no liens or transfers can occur.

9. Are US $ required for deposits and at closing for the purchase of property?

Yes. Funds in US $ are required and can be remitted by cashier’s check drawn on a US bank or more commonly are wire-transferred according the instructions in the Purchase & Sale Agreement.

10. How long does it take to transfer funds?

Typically, 2-4 business days.

11. Do buyers of property in Costa Rica need the assistance and advice of a lawyer?

It is recommended that buyers hire a lawyer to assist with the real estate purchase transaction in Costa Rica. We can help with a list of preferred law firms.

12. Are there any interval or shared ownership opportunities available at Blue River Estate?

No. All properties at Blue River Estate are dedicated to whole ownership (fee simple).

13. What is the standard commission when reselling the property?

Brokers typically charge 10% commission. Sellers may also choose to sell their property themselves, in which event no commission is payable.

1. What are the weather conditions in Costa Rica?

In Dos Rios there are flowers and trees that are always in bloom. This lushness in the Blue River Estate region is due to the high amount of rainfall. With precipitation above average and with moderate temperatures, the climate always feels fresh and clean. During most days of the year rain and sunshine are intermittent. However, the downpours are strongest during the wet season, with strongest showers and coolest temperatures occurring during September-October. The dry season begins in December and lasts through to April.

Costa Rica has a tropical climate with two distinct seasons: the “Green” season which lasts from May to November and the “Gold” season which begins in December and continues through April. During the “Green” season expect a daily rain shower late in the afternoon or evening, which keeps the landscape green. During the Gold Season, little rain falls. However, throughout Costa Rica, temperatures primarily vary with elevation, not with season. Whereas, on the coasts, the weather is dry and warm all year.

7. What do national parks offer?

8. Are transportation services available?

All the major car rental agencies are conveniently located and air travel between major cities is moderately priced.

9. Does ownership of property automatically qualify owners for Costa Rican residency?

No. If you are interested in obtaining official residency, we advise you to contact a law firm. It is not necessary for you to obtain residency if your maximum stay in the country does not exceed the period specified on your tourist visa. After spending a minimum of 72 hours outside of the country, you will be allowed to re-enter Costa Rica and receive another tourist visa.

10. Can we bring our pets to Costa Rica?

To bring a pet into the country you must contact the Costa Rican consulate in your country of residence to obtain the proper paperwork and procedures prior to arrival. There is no quarantine time for pets.

In general, pets must have all vaccinations and documentation from a vet. Shots must be current within two weeks except for rabies which must be less than one year. Certain species and breeds of dogs and cats are not allowed in the country. It is an easy process to bring a pet to Costa Rica provided the owners follow the procedures correctly.

11. What electricity system is employed in Costa Rica?

Costa Rica- and more specifically the Blue River Estate- has adopted the North American standard of electricity. The electrical current is 110 volts. This translates into an electrifying convenience for you!
